Web frustrates UK TV licensers

In Great British, subjects are required to buy a license to legally watch television, and the Television Licensing Authority actively seeks out outlaw viewers using mobile equipment able to detect operating televisions. The TLA also requires that any technology capable of receiving television signal, such as computer TV cards, be registered. Streaming video, however, has put a serious crimp in the TLA's enforcement abilities.

In related news, IDT Corp., owner of Net2Phone Inc., has announced that its Internet television service for broadband users, TV.TV, will begin providing programming before the end of the year. Among current online TV providers are Medium4.com with 100 channels and ImaginOn Inc. with 21 streaming channels. Traditional outlets such as USA Networks as well as the major networks are also testing the market.
