George C. Newstrom is quitting as Virginia’s secretary of technology, becoming the first departure from Gov. Mark R. Warner’s Cabinet.
Newstrom, an international information-technology executive before joining the Democratic administration in 2002, said he is leaving because Warner’s high-tech program is largely in place.
