Second state anti-spam law struck down

California's spam-blocking law has been ruled unconstitutional by a Federal judge. This is the second time a state law aimed at curbing bulk email has been knocked down by the interstate commerce clause. Legal scholars say, however, that the rulings do not stop ISPs from suing spammers for unauthorized use of their equipment, nor do they prevent the passage of federal laws, that would control unwanted email on a national basis, currently working their way through the system.
