Okay, the next two images show what the 3D pipeline looks like now in the PC world. It's not much of a pipeline if you have to predict the best route to take from geometry to display. At least with the fixed function pipe you kind of had a view of the lay of the land, and a single route stretching into the horizon.

First things first. If you're a 3D app or game developer targeting next generation GPUs you've got a problem right there at the top of the tree - you still have to do fixed function (FF) code for all those other boards out there that don't support vertex shaders (VS) and pixel shaders (PS).
Sounds like more work to me.
