    Lukewarm response to Microsoft's offer to share Windows code In public statements yesterday, EC Commissioner for Competition Neelie Kroes rendered an unofficial, preliminary rejection of Microsoft's offer to create a new licensing program for releasing its Windows source code, claiming that code is not self-explanatory as to the nature of how Windows works. Microsoft also didn't get the response it had hoped for from the rest of the world. Did the "barriers to entry" finally come tumbling down, not with a bang, but a whimper?
