Legislation that could open the door to new fees on Net telephone services is making its way through the U.S. Congress.
According to its author, the measure was designed to dispel rumors that the government plans a tax on Internet access. Yet critics say it also includes language aimed at protecting the telephone industry, and could result in the end of free long-distance Net phone calls.
