ILOVEYOU writer in trouble again

The Philippine National Bureau of Investigation has asked the Justice Department to reinstate criminal charges against Onel de Guzman, the computer school dropout who detailed, in a rejected proposal to a computer school, how to write the most damaging virus (worm) in history. Charges were dropped earlier because, at the time, there were no laws against writing and releasing viruses in the Philippines. Law enforcement officials, however, say they never wanted him charged with writing a virus but with breaking into computer systems.
