Left Hand Side of My Monitor Now Blurry, with Stuck Pixels Down the Middle.

My second monitor, a second hand Dell SSE198WFP (1440X900, 60Hz), has a line of stuck pixels down the middle, and the left hand side has gone blurry following a recent power cut.

(Apologies for the image quality, it was the best I could do on my phone in short notice)

My specs (if relevant) are as follows:
Intel i5-3470,
Sapphire Dual-X 270X (has occasionally been overclocked, but not by any means regularly),
Gigabyte Z77-DS3H motherboard
My Primary Monitor is an Acer K222HQL

All drivers are up to date. The AMD Crimson edition drivers had been installed at least a week prior to me having any problems.

    Connect the main monitor to the gpu using the same cable and port as the 2nd monitor.
    If the image ok then its time to buy a new 2nd monitor.

    Looks like it's time to buy a new monitor then.
    As an aside, do you have any ideas as to what the problem may be, just out of curiosity?

    try to fix the stuck pixels with some sort of online tool
    or just using pressure method, the blurriness does not look fixable so get a new monitor if you have the means to do so!
