Yesterday a client showed me an item that she says came with her Inspiron
1000. It is an adaptor of some kind that connects in series with the power
supply and has 3 jacks on it that look like standard RJ-11 connectors. It
has a white reset button and is a Belkin product. I can't find such a thing
anywhere at Dell or Belkin and can't imagine why phone jacks would tie to
the power supply. Does anyone know what this thing is?

I would guess a surge protector that also protects surges through the phone
line.
