Hello,
I have no cdrom in my laptop.Can i format my laptop and boot new os without cdrom.

Format your hard drive and it clears it completely, so no you can't boot from something you would just have to buy a new version of windows.

What you can do though is restore your computer to factory settings.

You can make a bootable usb drive to format from but you will also need windows.
