Hello,
I recently bought a second hand D620 from a company. Company had reformatted to factory setting but can't see wireless Icon or set up. Any suggestion on how to fix it?

is the wireless enabled? look for a switch and/or Fn+Function Key

It should be in Control Panel.

 

Edit: Also check if the driver is installed or not. If not, you can download it from here http://www.dell.com/support/drivers/us/en/19 just choose your OS and you're good to go.
