Is there a way to check a usb to 232 cable to determine if it is good ? It came out of package but computer won't reconzie ..

Did you install the driver for it? Best way is to contact the vendor they can get you trouble-shooting steps to try. There is no real way to test it unless you have a ohm meter or something, but that will just tell you if there is signal on the connectors not if it's working right.
