Gaming monitor under 180$ under 21"

I don't know a thing when it comes to monitor so before I buy i want to read what others are saying about monitors and trust their judgement because unlike for hardware, I don't know anything about monitor technology and specifications.

What I do know is that my very very old CRT monitor has much sharper and brighter display than what I have seen on most LCDs. Don't know why that is.. so I have to move to LCD and I don't want some big monitor -

smaller -
sharp very good brightness
and high viewing angle
high refresh rate etc

Also don't want big monitor - so anything above 21 inch is no - 19 or 20 is perfect.

Also the resolution - the lower the better

Any suggestions?
