How do you remove thermal paste?! :/

I have a 3.06ghz and getting a shite tempreture (about 60'c load) with my Swiftech mx478, I was thinking of reinstalling the thermal paste as my case tempreture is fine and i have a Delta fan on the heatsink :/
But HOW do i remove the old thermal paste?

I have some Arctic Cooling Silicon, but shall i use the artic silver, i have installed at the moment and reaply.

Please help the noob:D

I've seen people say to use rubbing alcohol or Nail varnish remover.

I've used Arctic silver 3 for a couple of installations and always been happy with it.

Goo Gone. Nothing else. (Alcohol and Acetone may/can be harmeful to your proc). If you live in the eastern US, Dollar Tree (Everything's $1.00, ect) may have it. If you can't find Goo Gone, then any <b>citrus</b> based solvent will work. (Chain cleaner available at a bike shop, for example)

I've also used Goo Gone to remove silver lacquer from my proc, but it takes a looong time.

you can try a sharp razor blade if you are careful
