My girlfriend is just starting photography and wants a DSLR camera my question to you guys is what is the best camera i can buy for my budget. My budget is about 700$ Any suggestions would help tons thanks

Consider the following models:

Panasonic Lumix DMC-G3

Pentax K-r

You can look for a used Canon 40D or t2i or maybe you can find a deal on a T3i this Holiday season.
If she's into the occasional Videography the T3i would be great, the swivel screen makes a difference when shooing low angle shots.
Also if you have money left over, make sure to pick up a nifty fifty (50 mm lens), their relatively cheap but with the right eye you can take some very high quality shots.

Go with Canon T3i. costco has it for $769. I have a T1i and its awesome. Just invest into better lenses.
