We are searching for a mobile which can be given to security guard who can dial restricted numbers of house owners

i.e. he can make outgoing call and can receive incoming calls which are enlisted /authorised/stored in phone book.

barred to make all other outgoing call and receive incoming calls

Can be used like wireless intercom system.

You can setup blocked lists using any phone company, just contact the service provider.
