Hello,
When using remote access such as gotmypc does the host computer have to be powered up and online? If there is a power failure or loss of internet connection at the host are you out of access?

Yes, unless if the PC has a battery backup that can last long enough before it runs out before the power is restored. Also, have a backup on a USB broadband modem (ones that uses the mobile phone network for access) so if the DSL goes down due to power failure, the PC can run on battery and on the USB modem.
