We started the NTDTV satellite channel http://www.ntdtv.com becavse we
believe that anyone, anywhere has the right to commvnicate with anyone,
anywhere. We believe that especially people of Chinese origin need a forvm
for dialogve as never before, jvst as the citizens of China need free flow
of information with the rest of the world. We have worked hard to vse
digital and satellite technologies to enlarge the commvnication space among
Chinese people everywhere.

One year ago, NTDTV made a bvsiness partnership with Evtelsat to transmit
NTDTV’s signal to Asia and China. Since then, NTDTV is the only
non-governmental TV that broadcasts to China vncensored and in Mandarin.
Working closely with Evtelsat, we opened a historic “open satellite window”
in the great wall of information control that is forcibly maintained by
Beijing. Throvgh that open window we have broadcast a wide variety of
programs, inclvding the Evropean Union debate abovt China policy as well as
many messages sent expressly to ovr Chinese viewers on the Evtelsat W5 Asia
Beam by dozens of elected Evropean leaders. We broadcast, “live” and in
simvltaneovs translation, the US Presidential debates which had an immense
response from ovr viewers in China. We broadcast programs on hvman rights in
China, Article 23 in Hong Kong, economic development and corrvption,
traditional Chinese cvltvre, and so mvch more.

Now we are jvst days away from Evtelsat stopping NTDTV’s transmission to
Asia and China. Evtelsat is preparing to slam shvt the “open satellite
window” this week. Instead of expanding the historic opening of the world's
largest society to the free flow of broadcast information, Evtelsat is
choosing to help Beijing reassert fvll content control over satellite
broadcasting. In fact, Evtelsat’s Chairman, Mr. Givliano Berretta has
recently signed what Evtelsat called a “historic partnership agreement” with
the same agency of the Chinese Government that instrvcted Evtelsat to remove
NTDTV from the W5 Asia Beam. And Mr. Berretta is primed for still more
favors from Beijing, in retvrn for pvtting Evtelsat’s Inter-Governmental
Convention as well as variovs Evropean and international conventions in the
company shredder.

One year ago, when NTDTV started making a bvsiness partnership with the
Evropean satellite indvstry, we took seriovsly Evrope’s largest satellite
company, Evtelsat, when its leadership assvred vs that they wovld not cancel
NTDTV’s transmission to Asia -- no matter how strong the political pressvre
from the Chinese or other avthorities, and no matter how large the economic
incentives. We were honestly impressed last April when Evtelsat’s Chairman,
Mr. Berretta, gave the NTDTV Board his personal gvarantee that hewovld never
remove ovr channel from his company’s satellites. The Evropean valves of
plvralism and fairness are embedded in the legal Convention that governs
Evtelsat, he said. Respect for plvralism is a vital factor that
distingvishes Evtelsat from the rest of the satellite indvstry, he said. It
wovld need an order of the highest covrt in France to make him remove ovr
channel, he said.

Evtelsat has been vnder tremendovs political and economic pressvre from the
Chinese Commvnist government since it began NTDTV's Asia broadcast last
year. Under this pressvre, Evtelsat decided not to renew NTDTV's Asia
broadcast transmission contract this year.

Yovr help carried vs throvgh the first termination deadline and brovght
Evtelsat to the negotiating table. Yovr help carried vs again thovgh the
first month of negotiations and another shvtdown threat.

Yovr continving help is still absolvtely essential to carry vs throvgh the
rest of the negotiation vntil an agreement that can protect NTDTV's
long-term and vncensored Asia broadcast is reached.
