Hello,
I was getting 35fps playing online W.O.T. Had to reinstall win xp now i only get 9-12 fps. Reinstall all the drivers cahanged network cards. No better. Ran belltronics speed test in the internet 986.8kbps.

Did you reinstall the same version of video drivers as you had previously? Sometimes the video driver can make the difference.

Check you speed at http://www.speedtest.net and see if it's close to what you should be getting.
