dears i have a problem that my question is that how create policey on computer names in Active Directory that the should not join the computer to domain?
please help regard this issuse.

This just sounds like a permissions issue. You could just restrict who can join a computer to the domain through user credentials. That will prevent people from going crazy and joining everything and it's brother, sister, step mom... you get the drift. I have attached a link, hopefully it helps.
