Internet problems need help

Hello, I've been having a huge problem with my internet. I've had so many people come out to my house to try to figure out what's wrong and they never fix anything. So, I'm turning to the internet for help. We are paying for the up to 5mb plan cuz they don't have high speed where i am at yet. The internet speeds flux more then i've ever seen for 10 mins it will run 2kkbps then back to 200 then to 1500kbps to 100 over n over all day.
