Our wireless router is in the basement, since we have the WII on the main floor, I have a problem with establishing internet connection with the lap tops in the second floor. If I bring the lap top on the main floor then an ip address is acquired

Per the user's manual, the ideal location for the wireless router is at the highest possible point.

You should try and relocate the router to the second floor.
