Hey Toms. I've got a query

I recently bought a second shaw cable Motorola surfboard off of Kijiji, so I can replace my old modem. (it is a .....2 the latest version)

Upon plugging it in, the send/receive lights both flash and it fails to provide any network.

Can anyone shed any light on this?

That would either indicate there is no signal/bad signal to the modem so it can't sync, or the modem is bad.
