Make a internet schedule on router

Hi
I have a DLink 2310 and I would like to set up a schedule so between specific hours of the day the internet would not be available.

I also have a second router same brand and model, can I set it up along with my first router so that the users connecting to that second router would not be allowed certain sites or certain activity such as streaming/skype video etc...

The reason is that I have people living at my home that use lots of streaming/download/skype video and I have a limited amount of data and I pay a lot a penalty if I go over it. Of course when it is time to share the bill noone has downloaded anything and no one wants to foot the bill so I end up paying. Os if I block the down and upload to a certain limits they will not be able to go over my monthly limit using the router that will be assign to them
