Hello, Can I remotely connect with another computer by live ip through internet connection

If the IPs are both public and you can ping the other PC, yes, if the firewall rules allow it. Many firewalls will block this unless configured.

You can also use a ton of other remote control apps and services, VNC, GoToMyPC.com, things like that.
