What is one of the best and cheapest cards there is that can run 1080p Movies/TV shows? I have been looking at some gs 8400's and 5450s but I'm not quite sure if those will cut it. Any suggestions will be greatly appreciated.

The 64-bit version is the one you are looking for. It should just about play any movie, and it's only 35 dollars!
