Problem I see with capture cards right now is that if I want to record the signal, the best way to do it is to split it to the capture device and the display. Trouble is though that this would require both a splitter and two extra HDMI cables. So heres the solution:

I need a capture card (PCI Interface) with both an HDMI In and an HDMI Out, with the option to use the input signal as output. Essentially, act as a capture card and a splitter at once, eliminating the need of another HDMI cable and splitter.

Is there a capture card costing around $100 that can do this?

Yes, I've been looking at that very card for a while now. But the second HDMI port is not and out port. That card comes with a dongle of sorts that acts as a converter from Composite video to HDMI, and said dongle connects to the second HDMI, while the first HDMI port is treated as a typical HDMI In.

I will need it to be HDMI out, yes. I am using two HDMI-capable monitors for this.
