It would be nice to have a section for Home Theater PC's under Hardware > Systems.

AVSforum's got one, why not? All of the HTPC stuff here is usually discussed the New Builds section. It would be nice to have a section to discuss front end setup, codecs, streaming, and other HTPC related topics that don't involve a new build.

The only setback may be the Tom's TOS... HTPC and ripping go hand-in-hand and that's legally a gray area.
