Can a hard drive be shipped from Ghana to the US? This was attempted and the sender was supposedly arrested for the Ghana Postal Inspector said it was contraband. Then the sender was put in jail as a result. Can this be true or is it a scam?

It sounds like a scam. There have been multiple instances where sellers from Ghana have scammed people in hard drive purchases. Additionally, be aware that because Ghana is suffering from a huge dumping of e-waste that many of the hard drives that come out of there legitimately may be refurbished or scavenged.
