Can I do anything here like:
<a href="#target1">Go to target1</a> ??
I'd like to put a 'jump list' of sticky 'section labels' at the start of my sticky, so one could click on a link, and jump to the selected topic; I also reference one topic inside another, & it would be handy if the user could go directly there by clicking...

Nope. AFAIK, this forum doesn't support HTML formatted like postings,etc.

At the top of each post there is a date and time button, next to the bbcode one. Click on it and it will bring you to a url for that post. Copy it into the normal [ur1][/url] format and you will be able to link at the post level.
