well that depends if u mean the best bang for the buck or if u mean THE BEST because THE BEST is the intel xeon e7 family 12-core but thats a server processor but u might be able to put it in a pc (i dont really know 4 sure) best bang 4 the buck wood be the i5 2500k and THE BEST non-server cpu is the intel i7 3960x

For VT-d (Virtualization with Directed I/O support) the first step is to take a look at your budget but one important fact is that you need a motherboard that also supports VT-d (AMD calls it something else). If you are looking in the desktop market you need to be looking for a board with the Q67 chipset, entry level server you are looking for one of the Intel® Xeon® E3-1200s and a board will one c200 chipset. For a budget higher than that you would have to give me some additional information, such as number of processors (2 or 4+), rack and how much space you need (1u, 2u, 4u, and 5u) etc..
