Dell inspiron 560 with a celeron 450, and ddr 3 LGA 775. Would i be able to transplant this chip into my computer.

So would i need to get a new PSU if the tdp is higher then the celeron, it has a graphics card

Most likely the PSU should handle it fine it is only a 65watt tdp CPU a very small increase.
