The first one you linked to, the Corsair, has a considerably better graphics card, and would get you significantly better gaming performance. With that one you would have to buy a copy of Windows. The second one from Cyberpower comes with Windows, but has a much weaker graphics card.
The FX 4100 is not a good gaming CPU, so if you do want to in the future upgrade to a graphics card that is significantly stronger than the 6850 on the first combo, that FX 4100 will hold you back on many CPU heavy titles. If you can afford it, look at an intel build, it is getting hard to recommend any AMD processor for gaming, as the Phenom IIs are starting to disappear. If you can't afford an intel build, the Corsair combo you linked to will run those games fine, though not necessarily at maximum settings at 1080p.

are you looking at the right ones? the first one has a 6670 and the second one has a 6850.
The parts in the first one also look cheap and low quality while the second one has decent quality items. The second one also has much better performance items.
