i found this ANTEC psu for 119.99 + S&H and its a Continuous 850w modular psu. and i was wondering if they could power 2 560 ti's in sli mode?

Those cards only need 170w on the respective 12v rails free, and needs 2x 6-pin connectors.

170w is only ~14a. The CP 850 has four rails with 22, 22, 25, 25, and 2x 6-pin and 2x 8-pin connectors. It has more than enough power to handle dual 560's

Yes it will easily power a build with two GTX 560 Tis.

Be aware however that it is only compatible with the following cases:
Antec DF 85
P183
P193
1200

CFX is an Antec proprietary PSU form factor that hasn't been adopted by any other case manufacturer.

Great power supply that doesn't fit in the majority of cases on the market.

It's not going to fit in your Cooler Master Storm Scout case.
