Case Fans Won't Turn Off

I hope this is in the right section, if it is not I am sorry.

This just barely started happening last night.

When I turn off my computer either through a 6 second hold time on the power button, or the shut down process from my desktop the fans in my case stay with a lower setting, and the led's in the fans also stay with a less brightness. The CPU Fan does not stay on thought is the big thing. I tried unplugging the power supply from the motherboard nothing. I tried turning the switch off from the computer still nothing. I tried unplugging the power cable over night, and still nothing I am running out of options. I went into the power options and could not find anything that would insist any different changed. If someone can help me it would be much appreciated it.

CPU: AMD FX-8120

Mobo: Gigabyte GA-970-UD3 (V.F4)

VID Card: GTX 550 TI Gtx

Are your case fans powered by the psu(molex) or mobo headers?

My fans are connect to my power supply by the 4 pin connections all 4 fans.

Well you got me,weird issue i've never heard of before!
Sounds like a grounding issue.
You could try plugging the rig in another wall outlet(another location)

But the problem is the face are still on even after the computer is completely unplugged :( ughh sigh

Are the case front panel leads( pwr,reset, hdd,)properly plugged into the mobo fp header.
