Computer Power-up Problem

I built my computer about a year ago, and I've never really asked about this problem since it didn't seem to affect it.

Anyway, every time I have to unplug my computer, so it is recieving no power, when I plug it back in or turn the power on, and press the power button, it will turn on for a couple of seconds, then shut off. After 5 to 10 seconds, it will power back on. It will power on normally every time after that until I unplug or stop the power again.

Any ideas why this happens? It doesn't seem to be very harmful, but it does scare me. I can post the specs of my computer if needed.
