Is this a home built or store bought? Is it new or old? What are the specs?

How is the monitor connected? Has it ever worked?

Are you using integrated graphics or a separate discrete video card?

1) Make sure the monitor is plugged into the VGA/DVI connector.

2) If it is plugged in make sure it's nice and tight and make sure the two fastening screws are tight.

3) If all that checks out and you're using a discrete video card I would say your problem points to a dead video card.
