I have a PC with Windows 7, a netgear wireless router and a Verizon MIFI card. Is there a way to connect to the internet without having internet service besides the MIFI?

Assuming you don't have your own internet service provider, then NO you can't connect to the Internet, not unless you access an open network (as allowed) using your wireless router as a wireless adapter for your PC (assuming it is a desktop machine without its own wireless adapter).

So, what is your situation and what are you trying to do? Please clarify.
