Hard resets on new boards?

I've noticed a trend on recent Intel builds. It seems to me that resets from a hard locked system fail to clear the error. I find myself needing to shut down and then restart, rendering the reset button completely useless.

Is this something others have noticed? Maybe an Asus issue, or is it widespread?
