Hey, I'm just wondering how a 20 pin pico psu works in a 24 pin socket... do embedded CPU MOBO need the extra 4 pins?

I'm looking into the AMD Zacate E350 1.6 GHz...
Any comments about this APU? is it good for a budget system?
How much will you fork out to buy a E350 System?

I Here the E350 is really low in power , like 60W is the max you'll use... Is there a place that actually sells 60w PSU's - 90 is the smallest I can find.

No, the extra four pins aren't needed, and don't matter. And yes, it is perfectly safe. As for how good that APU is, that depends on what you want and what your budget is. It would be OK for web browsing and such, but not really any good for gaming.
