Should I reinstall my old Chaintech V3l4 with windows 7, or do I need and upgrade? Sorry if this is a dumb question.

You'll just have to try it. Chances are if your board is so old that it doesn't have vista drivers, then windows 7 won't find all it's devices.

not a dumb question and welcome.
to be honest you should upgrade anyways.
but like - o1die stated, you'll need to just try it.
you'll get an error message or some sort of notification to let you know something.
