I installed a new dvd drive in my dell dimension 2400 and there is obvious power to it as the door opens and the dvd is pulled in and can be ejected but the computer doesn't recognize the new drive and keeps telling me to insert a disc.

Sounds like a bad optical drive.

Old Parallel ATA drive? If so check the master/slave/cable-select jumper on the back of the drive and make sure it matches what the original drive was set to.
