Using usb port for connecting devices (webcam) other than storage device

Hello,
I am using windows xp (service pack 3) desktop and want to prevent user for connecting any external storage device. However, I want user to use webcam.

How to make a usb port available only for webcam and not for any storage device? By that if I connect a pen drive or a external hardrive it should NOT be detected by the system. But if i connect a webcam then the webcam should work.

You didn't state your OS. This will work for XP. not sure about vista and 7.
