OEM/Bulk Bluray Drives Question

I understand that if I buy one of these drives that I will not be able to play Bluray discs until I acquire a program that will work with the codecs. However if I got one of these for a new build would it be able to work for cd and dvd right out of the box.

Basically if I got all new components and put together a pc with one of these drives, will I be able to load my OS off a disc when I first turn it on. I am a little unclear about this.
