I have a cd burner that the tray opens fine when the top part of the metal housing is off but when I put the housing back on then the tray won't open, the rubber belt and gears look fine. I can't see anything unusual or damaged about the housing, I tried another housing the same size but it wouldn't fit because it was made a little differently.

I would replace the CD burner with a new one - they're not very expensive.
