Do you still have the phone that you used with it?
Did you ever back it up to your PC?

If answer to both above is NO then you can't.

If the numbers were stored on the phone, just put a new sim-card in and copy them across.

If the numbers were on the simcard, you have one of two options:
a) read through your phone bill to find the numbers.
b) advertise on facebook and ask people to send you their numbers again.

Try calling the CIA and saying you had Osama bin Ladin's current GSM number on your SIM and lost it - can they please contact your service provider and get it back for you. I'm sure they'll oblige.
