DELL VOSTRO 400 WIN 7 PRO DOES NOT GO THROUGH POST WHEN BOOTING. DELL RECOGNISES THIS PROBLEM AND HAS NOT PUT UP A FIX FOR THIS. COMPUTER FREEZES ON THE FIRST PAGE AND STAYS THERE EVEN AFTER TENS OF START UP TRIES. F2 AND F12 DON'T RESPOND BECAUSE KEYBOARD IS NOT ACTIVATED AT PAGE 1 OF BOOT. UNPLUGGED ALL USB CORDS TO NO AVAIL.
TRIED BOOTING WITH THE WIN 7 PRO UPGRADE DISK AND IT IS NOT READ.

Except for the UPPER case. Keyboards have this thing called a [CapsLock] key. It lets you turn them OFF.
