Unlocked multiplier on a locked motherboard?

hello there.

I just got a AMD II Phenom x4 @ 3.6ghz Black Edition.

My motherboard is locked since I made the stupid mistake of buying a prebuilt computer from HP a year ago (I know im an idiot)

Anyways, when I open AMD overdrive its allowing me to play with the CPU multiplier.

Does this mean I can overclock a little bit even though my motherboard is locked? For example, I probably wont be able to raise any voltages, but I heard this CPU can hit 4.0ghz without any voltage tweaks whatsoever.

Just try to raise the multiplier by 1 increment and see what happens.
