240MHz system clock -- use DDR3 1600 250MHz system clock -- use DDR3 1333 That's yer sweet spots. __
You do not need to overclock the CPU to make the RAM work at 1600MHz just set the memory multiplier to the correct speed.

I believe his point is that you must enter the BIOS and manually set your RAMs speed, and possibly timings, when using DDR3 1600. The system clocks I listed allow you to manipulate the memory dividers thereby keeping your RAMs at spec speed. 6.67x240MHz = DDR3 1600 5.33x250MHz = DDR3 1333
I think you are just noticing the normal Windows behavior. . .
