Locked multiplier so reference clock

Forum Overclocking : General Discussion Locked multiplier so reference clock

My cpu has locked multipliers so my understanding is that if i want any overclocking done it will be via an increase to the reference clock.

however, the mobo i was looking at --ASRock 970 EXTREME3-- has some worrying customer reviews. Most notably:

"While trying to run down the cause of a fan running high rpm I found the chip set tends to run extreme thermals. I notice in AMD's over drive utility the board status thermals were 62c. After moving a 120mm fan to the lower side panel its now running a lower 54c. Make sure you have an unlocked CPU because this motherboard should never be overclocked"

the cpu im looking at has locked multipliers, so of course the last sentence in that review alarms me. but if i can get a decent cooling system set up, will the implications for locked multiplier overclocking remain valid?

basically, are the reasons i would want to keep this board (the customer reviews are actually quite postive aside from the bad overclocking remarks, and the price is attractive too) enough to outweigh the fact that my cpu/mobo combo looks grim for OCing? or should i just dump these specs and look for something else

if you use such adequate cooling or water cooling Noctua it is not alarming,
because AMD CPU there are two types of BE and non BE so no problem in doing that, you have a good motherboard so use as much as you ...
do not rely on reviews by an absolute right for each different hardware overclock results in

What do you mean by 'BE and non BE'?

I don't recognize those terms and wasn't able to find them listed as computer-related acronyms. Can you explain them?

Bleack edition (unlock multiplier) = overclock use Multi and FSB
non BE overclock use FSB
